The Bitcoin Strategic Reserve: What's Next for America's Digital Gold

The White House is preparing its most significant announcement yet on the U.S. Strategic Bitcoin Reserve — and it could reshape global markets forever.

In early March 2025, President Donald Trump signed an executive order that would fundamentally alter America's relationship with Bitcoin — establishing the Strategic Bitcoin Reserve and a broader U.S. Digital Asset Stockpile. Less than two years later, the White House is signaling its most ambitious phase yet.

A Major Announcement Is Coming

White House digital-assets adviser Patrick Witt has confirmed that a formal announcement on the Strategic Bitcoin Reserve is imminent — arriving "in the next few weeks." According to multiple reports, the administration has already cleared a key legal hurdle, and the remaining details are being finalized behind the scenes.

What makes this moment particularly significant is that it comes on the heels of Witt citing a recent exploit involving assets held by U.S. Marshals as proof that federal crypto holdings need proper safeguarding — lending urgency to the case for a formal reserve structure.

How Did We Get Here?

On March 6, 2025, Trump signed Executive Order 14234, "Establishment of the Strategic Bitcoin Reserve and United States Digital Asset Stockpile." The order had two pillars:

  • The Strategic Bitcoin Reserve would hold Bitcoin seized through federal law enforcement actions — including operations by the FBI, DEA, and U.S. Marshals Service. These coins, accumulated from cases like Silk Road, Bitfinex hack recovery, and various criminal investigations, are now designated as strategic reserve assets that shall not be sold.
  • The United States Digital Asset Stockpile covers all other non-Bitcoin cryptocurrencies held by the federal government. These would be managed separately and could potentially be sold or exchanged at the administration's discretion.

How Much Bitcoin Does the U.S. Already Hold?

By mid-2026, the U.S. government holds approximately 328,372 BTC — worth over $25 billion at current prices. This represents one of the largest single holdings of Bitcoin in the world, surpassing even many publicly traded companies and venture capital funds.

The BITCOIN Act: Open-Market Purchases Could Begin By Q4 2026

But the current reserve only covers seized assets. A more transformative piece of legislation — the BITCOIN Act — could authorize the Treasury to begin purchasing Bitcoin on open markets. If passed, the first open-market purchases are projected for Q4 2026, which would make the United States the first sovereign nation to formally add Bitcoin to its national reserves.

Congress Wants Even More: The 1-Million BTC Proposal

Meanwhile, momentum in Congress is building beyond even the executive order. Sixteen congressmen have introduced legislation aimed at establishing a Strategic Bitcoin Reserve of up to one million BTC — known as the ARMA Act (Asset Resolution for Modernizing America). While far from guaranteed passage, the bill signals that support for Bitcoin at the federal level extends well beyond the Trump administration.

The Clarity Act: A July 4 Deadline?

In a striking symbolic move, Patrick Witt has indicated that the White House targets July 4 for passage of the Clarity Act — the broader financial innovation bill that would establish a comprehensive regulatory framework for digital assets. Passing by Independence Day would send an unmistakable message: America is choosing to lead in the digital asset era.

States Are Moving Too

The federal movement is being echoed at the state level. Texas, led by Governor Greg Abbott, signed legislation in March 2025 establishing a strategic Bitcoin reserve for the state. New Hampshire has followed suit, and multiple other states are reportedly considering similar measures to put Bitcoin on their public balance sheets.

What This Means for Bitcoin

If all the pieces fall into place — the imminent White House announcement, the BITCOIN Act enabling open-market purchases, and the Clarity Act providing regulatory clarity — Bitcoin could enter a new era of institutional legitimacy on par with gold. The U.S. government is no longer just seizing Bitcoin from criminals; it is formally designating it as a strategic national asset.

The markets will be watching closely. When that announcement comes in the next few weeks, it could well mark the moment Bitcoin fully crossed from speculative asset to strategic reserve commodity — and there may be no going back.
